Abstract: The disclosure provides a water-soluble film comprising a polyvinyl alcohol resin comprising a blend of polyvinyl alcohol polymers, a starch, and a plasticizer, wherein the water-soluble film is characterized by a matte to gloss coefficient of friction (COF) in a range of about 0.05 to about 3.0 and a haze at 100% strain in a range of about 0.5% to about 40%, and methods of preparing same.
