The present invention discloses a method for dynamic packet retransmissions of a radio link control, hereinafter called RLC, layer for an RLC entity of a transmitter in a wireless communications system. The method includes the following steps. A first RLC packet, including a first header and a first data field, is transmitted to a receiver. A negative acknowledgment signal corresponding to the first RLC packet is received from the receiver. A first TB size is indicated and received from a protocol layer lower than the RLC layer. A second RLC packet is constructed, whose size depends on the first TB size, includes a second header and a second data field including a portion of the first data field. The second RLC packet is then transmitted to the receiver.

The wireless network transmits a RRC re-configuration message containing ciphering configuration information to a user device on a logical link. The user device suspends all measurement operation transmitting measurement report after receiving the RRC re-configuration message. The user device changes to a new ciphering configuration according to the RRC re-configuration message, and the wireless network changes to the new ciphering configuration. The user device transmits a RRC response message to respond the RRC re-configuration message to the wireless network. The user device resumes the measurement operation after changing to the new configuration.

When the system receives a request to switch for using a smaller TBS size, instead of discarding the unacknowledged MAC-hs PDUs, this invention will pick up RLC UM PDUs or RLC AM PDUs or both of them from the unacknowledged MAC-hs PDUs affected by the size change request and reload them into the new PDU. Meantime, this invention will select RLC UM PDUs over RLC AM PDUs to load into the new PDU if the unacknowledged MAC-hs PDU contains both of them. Therefore, this invention reduces the risk of loss of synchronization for UM RLC because the discarding of unacknowledged MAC-hs PDUs according to the prior art.

A method of transmitting downlink data after re-establishment of a universal terrestrial radio access network (UTRAN) acknowledged mode (AM) radio link control (RLC) entity includes receiving a plurality of RLC service data units (SDUs) from a packet data convergence protocol (PDCP) layer of the UTRAN; dividing the received RLC SDUs into RLC protocol data units (PDUs) and transmitting the RLC PDUs to a user equipment (UE); receiving acknowledgments from the UE for received RLC PDUs; receiving a re-establishment request at a transmitting side of the AM RLC entity from upper layers of the UTRAN; discarding all RLC SDUs that have been fully transmitted to the UE before the re-establishment request is received; and discarding all RLC SDUs that have not been fully transmitted to the UE when the re-establishment request is received.
