The determine time factor may be used to adjust connection states of the WTRU.

摘要： A method and apparatus for supporting machine-type communications (MTC) are disclosed. A wireless transmit/receive unit (WTRU) may configure itself to operate in a mobile-originated-only mode. The WTRU may perform no, or a subset of, radio resource control (RRC) idle and/or non-access stratum (NAS) idle/standby state procedures in the mobile-originated-only mode. For example, the WTRU may perform cell reselection but not paging monitoring in the mobile-originated-only mode. Alternatively, the WTRU may perform paging monitoring but not cell reselection and location update. The operation in the mobile-originated-only mode may be triggered explicitly or implicitly. For example, the WTRU may operate in the mobile-originated-only mode if an inactivity timer expires. The WTRU may switch the mode in accordance with a pre-configured schedule. After transition of the operation mode, the WTRU may send a message to the network indicating such mode switch.

摘要： A method and apparatus for performing non-voice emergency services (NOVES) between a wireless transmit/receive unit (WTRU) and a public safety answering point (PSAP) is disclosed. A NOVES session may be initiated by sending a NOVES initiation request message that includes information relating to the NOVES capabilities of the WTRU, and information relating to an emergency situation. The information relating to the NOVES capabilities of the WTRU may include an indication of whether the WTRU supports a fake power-off mode, or whether the WTRU supports PSAP control. Other methods are disclosed that include a method for a PSAP combining a multiple NOVES sessions, and a method for handing over a NOVES session having multiple media streams.

摘要： Methods and apparatus for transmitting extended service request messages in a congested network are described. An apparatus includes a timer, a receiver and a processor. The receiver receives a message that includes a timer value. The processor sets the timer based on the timer value, activates the timer, and attempts mobile-originated circuit switched fallback for an emergency call during a period that corresponds to the timer value and during which mobile-originated circuit switched fallback is otherwise prohibited.
