Abstract: A process of switching a provision source server of a service for a mobile object is performed at a timing suitable for a service being provided. A management system or a management apparatus evaluates a degree of influence of a server switching process of switching a provision source server of a service for a mobile object, which is exerted on the service. The management system or the management apparatus decides a timing to switch the provision source server on the basis of an evaluation result of the evaluating and gives an instruction to switch the provision source server at the timing decided by the decision.
