    摘要： A radio environment acquirer acquires a radio environment condition of radio communication with a subordinate mobile station. A transmitter transmits, to the mobile station, information notifying a signal which is selected from among multiple signal groups and which is to be transmitted in a transmission area of a random access signal, and a notification of a period over which transmission of the signal as the random access signal is permitted. The period is variable in accordance with the radio environment condition acquired by the radio environment acquirer.
