Abstract: Embodiments of this application provide a handover method, a terminal device, and a network device. The method includes: obtaining, by a first terminal device, first identification information, where the first identification information includes identification information of at least one second terminal device; and performing, by the first terminal device, handover of the first terminal device and the at least one second terminal device based on the first identification information, where the handover is handover from a first network device to a second network device. According to the embodiments of this application, impact of signaling on a network side caused by simultaneous handover of a large quantity of terminal devices is reduced, and a service interruption time during handover is reduced, thereby effectively supporting simultaneous handover of a plurality of terminal devices.

Abstract: A data sending method and an apparatus are to reduce a quantity of UEs that retransmit data, and reduce an entire data sending latency. The method includes: sending, by a base station, power configuration information to a terminal, where the power configuration information includes a one-to-one correspondence between power information and terminal status information, and the power configuration information is used to enable the terminal to obtain transmit power used to send data; and receiving, by the base station, data sent by the terminal, where the transmit power of the data is determined by the terminal based on the power configuration information; the terminal status information includes at least one of a service type of the data sent by the terminal, a priority of the data sent by the terminal, and information about measurement of a radio environment by the terminal.

Abstract: The method may include: after receiving, through a first interface or a second interface, resource allocation information of a neighboring cell of a serving cell in which UE is located, a network device may allocate a resource to the UE based on the resource allocation information of the neighboring cell, so as to prevent the UE from using a same resource as UE located in the neighboring cell, and reduce interference to the neighboring cell; or allocate, to the UE, a resource with relatively small interference to the UE, so as to reduce interference of the neighboring cell to the UE. The first interface is an interface that performs communication by using a UE-to-UE communications technology. The second interface is an interface that performs communication by using a UE-to-network device communications technology.

Abstract: A radio resource management method and apparatus are disclosed, to reduce, in a multi-connectivity scenario, load existing in radio resource management message exchange between network devices. In some feasible implementations of the present disclosure, the method includes: configuring, by a network control device, a network device set for user equipment, where the set includes a first network device and a second network device, the first network device and the second network device respectively include a first resource management entity and a second resource management entity; and further configuring, by the network control device, a third resource management entity on the user equipment, where the first resource management entity and the second resource management entity are used to exchange resource management messages with the third resource management entity on the user equipment, where the resource management message is used for radio resource management.
