The method involves detecting a threshold transition of user devices (generally any wireless communication devices) that are actively operating in a given wireless coverage area into a state of soft handoff between the given coverage area and another coverage area, and perhaps a resulting threshold increase in total transmission power in the given coverage area, and responsively forcing out of the given coverage area at least one user device that is in soft handoff with the given coverage area. The method may thereby help to avoid or minimize an undesirable cyclic power increase effect that could lead to power overload.

A two-stage method is used to page a target mobile station. A wireless network transmits an initial page message into a plurality of wireless coverage areas (e.g., the wireless coverage areas defined by a paging zone) that includes the target mobile station's last reported location. The initial page message is received by a plurality of mobile stations, which then transmit a plurality of responses. The plurality of responses includes a target response from the target mobile station. The wireless network determines the target wireless coverage area that received the target response and then transmits a supplemental page message into the target wireless coverage area. The initial page message may be a very short message, such as a page indicator, that does not identify the target mobile station. The supplemental page message may be a longer message that identifies the target mobile station and the reason for the page.

The present invention provides a method and system for determining whether to accept an access request from an AT. In an embodiment of the invention, a base station receives an access request from an AT that is located within a sector served by the base station. In response to receiving the access request, the base station obtains the physical location of the AT within the sector. When a mobile station powers on in a coverage area having multiple paging channels, the mobile station may apply a hashing algorithm keyed to the mobile station's identifier, to select a paging channel on which to idle. On the other hand, when the mobile station moves from a coverage area having a number of paging channels into a neighboring coverage area having a different number of paging channels, the mobile station may by rote idle on a default paging channel in the neighboring coverage area. In this way, the mobile station can help to avoid an access handoff failure that may arise from the mobile station being busy hashing onto a paging channel when the network transmits an access response message to the mobile station.

Exemplary methods and systems are described that may be employed in a radio access network in order to aggregate the power-control messages from the sectors in a mobile station's active set, and provide an aggregate reverse-link power-control indication, in all active sectors. To do so, an exemplary base station may periodically determine an appropriate reverse-link power adjustment for a mobile station. However, rather than immediately send power-adjustment indications to the mobile station, each base station serving an active sector is preferably configured to send the power-adjustment indication to mobile switching center. The mobile switching center then determines an aggregate power-control indication for the mobile station. The aggregate power-control indication may then be transmitted to the mobile station in each of the mobile station's active sectors.

A wireless communication link (a forward link or a reverse link) between a base station and a mobile station may be power-controlled to reduce a difference between an observed error rate in communications received over the link and a target error rate. The target error rate may be dependent upon the radio frequency (RF) conditions at the mobile station, which may be determined by measuring a signal strength of a pilot signal transmitted by the base station. Thus, a pilot signal strength at the mobile station may be determined, a target error rate may be selected based on the pilot signal strength, and the target error rate may be used to control a transmit power level of the wireless communication link. A mobile station may power-control a forward link and/or a base station may power-control a reverse link using a target error rate selected in this way.
