Abstract: Systems and methods for transitioning between networks are disclosed. A multifunction device detects a vehicle network advertisement beacon over a first communication channel. The vehicle network advertisement beacon indicates wireless network capabilities of a wireless networking device hosting a wireless network in a vehicle. Responsive to detecting the vehicle network beacon over the first communication channel, a handoff process for migrating the multifunction device from a first wireless network to the wireless network in the vehicle is performed.

Abstract: A handover proactive association clearing support method and system supports minimizing handover times for at least one netsurfing end system, and optimizing a given market satisfaction function (MSF0) potentially depending on Internet-applications for whichever underlying HO technique, by potentially establishing pre-HO for free x/yz-, netsurfing x/yz-, and/or Sxyzj-association, called “clearing” them. An HO of an Ayz is optimal if its HO-time is “basically zero” and it complies with MSF0. The technical innovation of the method and system comprises for an Ayz determining any time its optimal HOs. This permanent predetermination of optimal HOs implies assessing permanently all parameters. Thus, when an Ayz must perform an HO, these pre-HO operations of the method/system would have already identified at least one optimal HO for it to a sharedIADx and/or an Sxyzj available to it and established the resp. x/yz-, netsurfing x/yz-, and Sxyzj-associations.

Abstract: Technology for performing small data transmissions at a user equipment (UE) is disclosed. An apparatus of the UE can receive, from an eNodeB, a small data transmission indicator that instructs the UE to establish a fast radio resource control (RRC) connection with the eNodeB. The apparatus of the UE can initiate a random access channel (RACH) procedure in order to establish the fast RRC connection with the eNodeB. The fast RRC connection may not include the establishment of bearers between the UE and the eNodeB. The apparatus of the UE can perform a small data transmission with the eNodeB using the fast RRC connection between the UE and the eNodeB.

Abstract: A dynamic spectrum arbitrage (DSA) system includes a dynamic spectrum policy controller (DPC) and a dynamic spectrum controller (DSC) that together dynamically manage the allocation and use of resources (e.g., spectrum resources) across different networks. As part of these operations, the DSC may generate a grid-map structure that includes a primary grid structure that identifies telecommunication cells in a geographical area, and monitor the locations of wireless devices with respect to the telecommunication cells of the grid-map structure to determine whether to initiate inter-network handover operations. The DSC may also receive updated information from the monitored wireless devices (e.g., wireless devices that attached to the resources of the lessee or lessor networks), update the grid-map structure based on the updated information to better account for changes in the availability of resources, and determine whether to initiate inter-network handover operations based on information included in the updated grid-map structure.

Abstract: A method, a device, and a non-transitory storage medium provide to store packet data network (PDN) connection data pertaining to a user equipment connected to a network; store locale-to-packet data network gateway (PGW) data, wherein the locale-to-PGW data includes mappings between locales and PGWs to be used when the user equipment is located in the locales; receive a locale update pertaining to the user equipment; query the locale-to-PGW data in response to the locale update; determine, based on a result of the query, whether the user equipment is to be re-anchored to a different PGW than a PGW to which the user equipment is currently anchored; invoke a re-anchoring procedure, in response to a determination that the user equipment is to be re-anchored to the different PGW; and omit to invoke the re-anchoring procedure, in response to a determination that the user equipment is not to be re-anchored.

Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may establish a packet data network (PDN)-connectivity session to a PDN using a cellular radio access technology (RAT) and migrate the PDN-connectivity session from a source access node (AN) to a target AN. Migration may initiate when a decision to perform a handover is made. The target AN may receive a network address and information about a first data radio link established between the UE and source AN. The target AN may establish a second data radio link with the UE based at least in part on the first data radio link information, and may transmit, to the PDN, a path update including the network address and an updated path via the target AN. In some cases, the target AN may forward packets between the UE and the PDN via the second data radio link.
