A base station, such as a macro eNodeB (eNB) configures measurement objects and reporting objects for macro and local area links for a user device such as a user equipment (UE). The objects relating to the secondary links are configured for use when the user device is operating in a dual connection mode. Upon detection of a triggering event when the user device is in dual connection mode, the user device reports macro and secondary link information. In some embodiments of the invention, triggering may be based on events related to a specified frequency group, or may be direct measurements related to a specified frequency group.

A high temperature waste heat source from the positive-displacement engine (106) is used in a first ORC system (102) to vaporize a first working fluid (118). A low temperature waste heat source from the positive-displacement engine (106) is used in a second ORC system (104) to heat a second working fluid (130) to a temperature less than the vaporization temperature. The second working fluid (130) is then vaporized using heat from the first working fluid (118). In an exemplary embodiment, the positive-displacement engine (106) is a reciprocating engine. The high temperature waste heat source may be exhaust gas and the low temperature waste heat source may be jacket cooling water.

When the system is operating inefficiently, the system is modified so the system operates efficiently. First, a parameter of the system is monitored by a sensor and the then compared to a stored value to determine if the system is operating inefficiently. If the system is operating inefficiently, the system is modified to an efficient system.
