When a size of transmission data is large, the data information bit is distributed to one or more forward error correction (FEC) blocks with consideration of a size of the data information bit. A number of data tones is determined based on control information with respect to each of the one or more FEC blocks. The data information bit distributed to the one or more FEC blocks is mapped into a data tone with consideration of the number of data tones determined for each of the one or more FEC blocks.

A Base Station (BS) transmits, to the MS, partition information representing a plurality of partition regions constituting the BS cell coverage. Upon receiving from the MS a ranging code belonging to one ranging code subset among a plurality of ranging code subsets corresponding to the plurality of partition regions based on the partition information, the BS determines location information of the MS depending on the partition region corresponding to the ranging code subset to which the received ranging code belongs, making it possible to notify the network of the MS's location information without the need to define a separate signaling procedure.

The method includes measuring received signal strength from a target small base station, so that a Signal-to-Noise Ratio (SNR) is estimated, when the SNR of the target small base station that considers a biased value for range expansion is greater than an SNR of a serving macro base station, determining whether an SNR of the target small base station that does not consider the biased value for the range expansion is equal to or less than a threshold, and when the SNR of the target small base station that does not consider the biased value for the range expansion is equal to or less than the threshold, transmitting indication information, informing that a low SNR is expected when the terminal performs a handover to the target small base station, to the serving macro base station.
