In the method, a plurality of routers in an Internet based nested mobile network register location information using a top-level mobile router. Then, each of the mobile routers creates NEMO routing information. A packet is received through own home agent using the location information registered at the top-level router in the nested mobile network when a terminal in the outside of the mobile network transmits a packet.
