The communication quality determining unit acquires wireless communication qualities of a plurality of mobile stations. The rank value calculating unit calculates a reference value to determine mobile stations to be data download destinations by using the wireless communication qualities acquired by the acquiring unit, compares the reference values of the respective mobile stations at a first time point, and determines mobile stations to be the data download destinations in order from a mobile station whose reference value is the highest based on results of the comparison. The download control unit downloads data to the mobile stations determined as the data download destinations by the rank value calculating unit.
