The method includes: letting CS-domain service data be borne over a radio high-speed packet data access channel according to a channel mapping relation between CS-domain service data and the radio high-speed packet data access channel. An apparatus and a system are also provided herein.

A method for a state transition includes determining whether a user equipment (UE) is a UE frequently performing state transitions. When the state of the UE is required to be transitioned to the idle state, a state of the UE is transitioned to a paging channel (PCH) state if the UE is a UE frequently performing state transitions. If the UE is a UE infrequently performing state transitions, the state of the UE is transitioned to the idle state.

Embodiments of the present invention provide a handover method and device. When an SGSN cannot identify a Target eNB ID, the Target eNB ID is converted into a Corresponding RNC ID. A relocation request message carrying the Corresponding RNC ID is sent to the SGSN. One of a first PLMN ID and a second PLMN ID included in the Target eNB ID is selected. A selected PLMN ID, an eNB ID included in the Target eNB ID, and a TAC in a Selected TAI are filled in the Corresponding RNC ID.
