    摘要： There are provided a multi-point conference system and a multi-point conference device capable of using an SIP terminal as a conference terminal and clearly and smoothly performing speaker switching without requesting a conference terminal to transmit an intra frame when a speaker is detected. The multi-point connection device includes an image processing unit for accumulating in a memory (13), image data from the conference terminal participating in the conference, and decoding the image data on the speaker accumulated in the memory (13) and re-encoding the decoded image upon detection of a speaker in a medium processing unit (15). Upon switching of a speaker, the image processing unit re-encodes the first image as an intra frame and transmits the image data to conference terminals other than that of the speaker, so that the conference terminals other than that of the speaker can perform decoding from the intra frame, thereby clearly and smoothly performing the speaker switching.

The number of quantization bits in the A/D converter is established to be larger than the number of quantization bits possible to be input to the highly efficient voice encoder. A bit-number converter is provided for converting the number of bits of the quantized data output at the A/D converter to the number of quantization bits possible to be input to the highly efficient voice encoder corresponding to a maximum amplitude value within the fixed time unit. the conversion parameter for the quantized data in the bit-number converter is transmitted in addition to the codes output at the highly efficient voice encoder.

    摘要： An automatic starter for a vehicle equipped with an automatic transmission with which excessively abrupt starting of the engine of the vehicle is inhibited. The automatic starter includes an accelerator pedal having first and second accelerator pedal members. The first accelerator pedal member is attached to the second accelerator pedal member through a returning elastic member so as to be biased apart. A rod extends downwardly from the second accelerator pedal member through the first accelerator pedal member with the lower end of the rod forming the operating element of a solenoid. The two accelerator pedal members carry contacts which are closed when the second accelerator pedal member is depressed downwardly against the first accelerator pedal member. Upon the starting of the vehicle, the solenoid is energized to hold the two accelerator pedal members together.
