The control apparatus has a first, a second and a third rotating rate adjusting devices. The first rotating rate adjusting device adjusts a basic rotating rate of the engine between the minimum rate and maximum rate. The second rotating rate adjusting device is shiftable between an ON position and an OFF position. The second rotating rate adjusting device is operable, when in the ON position, to set the engine to a predetermined rotating rate between the minimum rate and the maximum rate inclusive. The third rotating rate adjusting device is operable, when the second rotating rate adjusting device is in the OFF position, to adjust the rotating rate of the engine between the basic rotating rate adjusted by the first rotating rate adjusting device and the maximum rate.

A control panel is provided at a rear portion of the engine hood and forming a rear wall of an engine room. The control panel has a forwardly opened hook shape in a plan view. The construction further includes a connecting arrangement for fixedly connecting the lower hood section to the vehicle frame and engaging members for enabling the lower hood section to be engaged with the control panel along a fore-and-aft direction of the vehicle when the connecting arrangement is not connected.

Each of the control system includes a proportional solenoid valve and comprises an instruction circuit for producing an instruction signal in accordance with the amount of manipulation of an operating lever, discriminating circuit for determining the direction of operation of the valve from the instruction signal, a reference signal generator, a comparison circuit for comparing the instruction signal with the reference signal from the generator to obtain a pulse signal of a width in proportion to the amount of manipulation, and drive circuit for converting the pulse signal into a current to drive the valve in the direction determined by the discriminating circuit. The boom, as well as the working device, is movable at a speed corresponding to the amount of manipulation of the operating lever.
