The present document ensures the continuity of the MBMSs which are being received by the UE during the switching process from a PTP mode to the PTM mode, and is easy to implement and operate.

The device comprises: a service stopping unit, configured to stop transmission of an MBMS service in a cell; a transmitting unit, configured to transmit control plane information of the MBMS service in the cell in which the MBMS service is stopped, wherein in the transmitted control plane information, contents of an SIB2, MCCH information and DSI remain unmodified, and contents of an SIB13 are modified or remain unmodified. The present invention improves reliability of receiving an MBMS service by a UE.

摘要： The present disclosure provides an earthquake and tsunami warning system and a transmission method for a primary notification message thereof. The transmission method includes: a base station pages all terminals via a paging message containing indication information of an earthquake and tsunami warning system (ETWS) message, and transmits security information of an ETWS primary notification message via the resource prearranged with the terminals, and basic information of the ETWS primary notification message is transmitted within the paging message or via the prearranged resource; the terminals receive the security information of the ETWS primary notification message via the prearranged resource after receiving the paging message containing indication information of the ETWS message, and obtains the basic information of the ETWS primary notification message from the paging message or receives the basic information of the ETWS primary notification message via the prearranged resource. The technical solution provided by the present disclosure can achieve the transmission of the ETWS primary notification message as well as meet the time delay requirement, and modify the base station and terminals slightly with little or no overhead increasing.

The method includes that: when an MBMS needs to be sent, a network side determines an MBMS-including Component Carrier (CC) and a non-MBMS-including CC, and sends service control information and service data of the MBMS in the MBMS-including CC. The method further includes that: the network side sends, in the non-MBMS-including CC, related control information of the MBMS in the MBMS-including CC. With technical solutions provided by the embodiments of the disclosure, a UE operating or residing in a non-MBMS-including CC can find out timely and accurately the initiation of a session for a UE-interested MBMS in an MBMS-including CC, so as to avoid premature blind gathering of UEs in the MBMS-including CC, thus effectively decreasing duration of impact on uplink random access by the MBMS-including CC.
