A class changeover unit classifies each TFC based upon amount of multiplexed transport data of each transport channel, decides the class of a TFC to be selected, based upon a transmission power value, and selects a TFC from the class decided. When the TFC class is decided, a transmission power monitor measures a transmission power value and the class changeover unit raises or lowers the class of the TFC to be selected, based upon the size relationship between a designated maximum transmission power value and the measured transmission power value.
