A relatively light-weight flexible structure can be arrayed at sea surface, and dispatched downwards to deepwater such as by adding weighting pellets in hollow region(s). An off-the-shelf oil containment product for tenting-over a deepwater, high-pressure oil emergency is provided. When a deepwater oil emergency occurs, the off-the-shelf, relatively light-weight containment product can be transported immediately to the surface coordinates above the emergency, and deployed rapidly by emergency responders who have been able to previously practice using the containment product.

    摘要: An apparatus and process for recovery of oil from submerged tanks is disclosed together with a specialized cutting tool for attaching to and cutting an entry aperture into a submerged tank. The apparatus includes a surface floating vessel having a conduit (preferably conventionally coiled tubing) for receiving oil at the submerged tank and discharging the oil into the vessel. The vessel includes a source of hydraulic power for the remote operation of hydraulic equipment at the site of the submerged tank. Two points of entry are made in each tank for the purpose of equilibrating pressure within the tank; in one point of entry fluid is pumped into the tank to replace the fluid that is removed. At the remaining point of entry, fluid is evacuated to a positive displacement pump, typically of the Moyno.RTM. variety. This pump discharges fluid received from the tank with sufficient pressure to overcome viscosity-induced friction. A specialized tool is used for gaining entry into the tank, including an electromagnetic spool for making initial attachment, and a hydraulically powered abrading cylindrical tool for cutting through the steel of the tank for attaining entry. The process of attachment includes use of a remote operated vehicle to locate the tool on the submerged tank, initial fastening utilizing the electromagnetic spool, cutting of the steel to make entry into the tank, followed by either injection or discharge of fluid to the tank from the point of entry.

    摘要: A system which can be set up in emergencies to moor an offloading vessel and transfer oil between it and a seabed pipeline, as to remove oil from a grounded tanker or to deliver fuel to the shore under hostile or emergency conditions. The system includes a barge containing a fluid swivel as well as a mooring buoy and buoy-holding chain. The barge can be towed to a desired location and pipes and hoses connected to the fluid swivel, and the barge then can be sunk to the seabed. Upon sinking, the barge is already connected to the seabed pipeline and to hoses that extend from the barge to the sea surface to connect to an offloading vessel, as well as being connected through a chain to a buoy floating at the sea surface which has a hawser for mooring the vessel. A vessel can be utilized to tow out the seabed pipeline, to facilitate installation of the pipeline as to enable connection of the pipeline to the fluid swivel on the barge prior to sinking the barge.
