    摘要： Systems and computing devices may be configured to intelligently and dynamically allocate quotas for the access and use of a telecommunications network by consumers that use a shared account balance. A server computing device may be configured to intelligently allocate quota by determining an allocation time interval for allocating quota from a shared account balance, receiving a quota request message from a metering and gating component that includes information requesting allocation of a first quota to a first consumer associated with a shared account balance, determining a validity period for the first quota based on the determined allocation time interval, and allocating the first quota to the first consumer from the updated shared account balance so as to eliminate or reduce conflicts and discrepancies between different instances of the shared account balance.

In one aspect, a system includes a data storage facility and an interchange having a common format processor and a plurality of converters to interface with a plurality of different controllers of mobile communications. The converters are configured to communicate with the controllers in different formats and with the common format processor in a common format. For a payment to a merchant, the common format processor provides a user interface configured to present charity donation options in response to a phone number being specified in the user interface to identify a fund source. The common format processor uses one of the converters to communicate with a mobile phone at the phone number to confirm the payment to the merchant and a donation to a separate charity organization specified via the user interface.

    摘要： System and method for enabling the purchase of products and services using a prepaid account associated with a wireless communications device are described. In a preferred embodiment, when a subscriber desires to pay for a transaction using a prepaid wireless communications services (“PWCS”) account associated with a wireless communications device, a telephone number of the device and the transaction amount are entered using a keypad of a card reader. The information is routed through a financial institution to a financial clearing house network based on the telephone number. The data is then routed through a financial interface of a wireless communications network to a service control point (“SCP”) containing the subscriber record associated with the telephone number. At the SCP, a determination is made whether there are sufficient funds in the subscriber's prepaid account to cover the amount of the transaction. If so, the transaction is allowed and the subscriber's account is debited in the amount of the purchase. Otherwise, the transaction is denied and the merchant is notified. In one aspect, before the PWCS account is debited, a short message service center (“SMSC”) connected to the SCP generates a message to the wireless communications device to obtain authorization of the transaction. An additional level of security may be provided by requiring the subscriber to enter a PIN number prior to allowing him or her to authorize or reject the transaction.

The method includes receiving a subscriber location data update request sent by a serving mobile switching center (MSC), determining whether subscriber data delivered to the serving MSC carries intelligent subscription data of a prepaid subscriber according to a preset intelligent charging triggering policy, and then delivering the subscriber data carrying the intelligent subscription data to the serving MSC if a determination result is that the subscriber data delivered to the serving MSC carries the intelligent subscription data. A home location register (HLR) and a charging processing system are further provided. The technical solutions can realize real-time charging of a calling service of a prepaid subscriber in a BOSS system when the prepaid subscriber roams in a roaming region of a home country, and meanwhile realize an international roaming service of a prepaid subscriber in an intelligent network (IN).
