A fluid pollution prevention system for preventing the discharge of hazardous waste from a bilge of a marine vessel. The system includes an continuous sidewall that defines a vertically enclosed volume. When positioned within a bilge, the sidewall forms a barrier to petrochemicals floating on a fluid surface within the bilge. An opening near a base of the sidewall permits fluid from beneath the fluid surface to enter the vertically enclosed volume. Such fluid is substantially free of petrochemicals and may be removed form the vertically enclosed volume. Accordingly, by pumping fluid out of the enclosed volume, fluid may be removed form the bilge substantially free of petrochemicals. In one arrangement, the vertically enclosed volume may be sized to receive a bilge pump.

The control system includes an actuator that is connected to the vacuum cut-off valve for adjusting the rotation of the vacuum cut-off valve with respect to the core. The actuator is linked to a controller which receives communications from a vacuum sensor that senses the level of vacuum inside the vacuum box. The controller sends signals to the actuator to either move the vacuum cut-off valve forward (or to a higher position) or rearward (or to a lower position) in response to the vacuum or pressure level inside the vacuum box.

The seal is installed under tension so that, as wear occurs during operation, positive sealing contact is maintained. In a rotary drum vacuum filter, the drum sectors are connected by conduits to apertures in a rotary valve member on the drum which is opposed to a fixed valve member. The valve members thus control supply of vacuum (to cause suction filtering) and pressurized gas (to blow the cake of filtered material from the filter) to the drum sectors as the drum rotates. In order to eliminate the time delay between suction and blowing which is needed in order to allow the conduits to purge, another group of conduits is provided, having one-way valves adjacent their connection to the drum surface; this group is used only for blowing. The different groups of conduits are connected to apertures of the rotary valve member at different radial distances from the axis of rotation.

A filter comprises an annular array of pans 1 rotating about a vertical axis, each pan containing a plurality of cloth covered filtering elements 26 and having a bottom 18, hinged to the pan side walls and supported in sealing engagement therewith except in a region of the rotary path where the support is interrupted and the bottom opens to remove accumulated filter cake from the pan. The filter operates under suction or pressure. Filtering elements. Filtering elements 26 may be rectangular, hollow, vertically extending and horizontally spaced with their respective filtrate outlets extending through the bottom 18 of their pan to a conduit 66 (Figs.3-6, not shown). Alternatively elements 26 may be flat, horizontally extending, vertically spaced by hollow spacers forming filtrate outlet conduits, with their upper surfaces perforate and cloth covered, or such elements may be inclined to horizontal in common with bottom 18; bottom 18 carries these elements and may form the lowermost one (Figs. 7-9, not shown). Elements 26 of the hollow type may be attached to the pan sides with outlet pipes leading downwards within them from upper suction conduits (Figs. 13, 14). Slurry for filtering is delivered into the tops of pans 1, and perforate shields 64, 65 protect elements 26 from direct impingement to facilitate filter cake build up. Pans. Pans 1 are generally trapezoidal in plan (Fig. 1, not shown), and their side walls have rollers 3, 5 running in concentric channels 4, 6. Bottoms 18 are hinged either to the radially outer edge or to a radial edge (Fig. 14, not shown), and either the bottom 18 or the lower edge of the side wall carries a peripheral resilient seal 20, which may be hollow and inflated when the bottom is closed (Figs. 22-24, not shown). Bottoms 18 have rollers 21 (or 107, Fig. 25, not shown) engaging tracks 23, which are interrupted where the bottoms open and are vertically adjustable to vary compression of seals 20. Operation under vacuum. In Fig. 2, the tops of pans 1 are open and their outlet conduits 66 carry flanges 67 which are held in sealing engagement with pipes 71 when bottoms 18 are closed but separate therefrom freely when bottoms open. Pipes 71 rotate with upper part 70 of a distributor 69 whose lower fixed part is connected by pipes 79 to various sources whose pressures are applied to successive pipes 71 and hence to the interiors of elements 26 in successive pans as the pan assembly rotates (Figs. 15-18, not shown). Firstly slurry fills a pan and filtrate is extracted from its elements 26 by vacuum, a separator upstream of the pump catching the filtrate. Subsequent rotation (positions C, D, E) fills the pan with washing liquids which are likewise drawn through the filter cake, separately collected and optionally recycled. In position (F) the vacuum empties the pan through the cake and draws in air, drying the cake. then in position (G) compressed air from a fan is blown back into elements 26 to loosen the cake. As the pan moves into position (H) tracks (23) cease and bottom 18 swings down (dotted lines, Fig 2) and is held by a latch 25 as the bottom carries elements 26 past scrapers 28 and washing sprays (30) extending therebetween. The washing liquid may be recycled to wash the filter cake. Scrapers 28 and sprays are modified (Figs. 10-12) for flat filtering elements and omitted for elements attached to the pan. One roller 21 engages a spiral (32) which leads it back to the start of tracks 23, closing bottom 18, and prior to refilling the pan with slurry the vacuum or a separate fan draws air through elements 26 to dry the cloth. Operation under pressure. In Figs. 19-21, the filtrate outlets 66 pass through the pan bottoms and open into drain channels, while the tops of pans are closed and communicate with a distributor 69, as described above but delivering slurry and washing liquids under pressure to successive pans by pumps (83). Distributor 69 may also supply compressed air to the pans for cake drying, or a separate distributor (89) may perform that function. Likewise, distributor (89) supplies inflating air to inflatable seals 20 or a further distributor does this. In Fig. 20 distributors 69, (89) deliver liquids and air, and their rotary sides are connected to pans by lines 71 (97) which include valves (98, 103). Valves (98, 103) are spring loaded and operate by engaging fixed cams, so arranged that no pan can be connected to air and liquid lines simultaneously. As before, a pump (83) fills successive pans with slurry, forcing filtrate through elements 26, and the first filtrate may be recycled. Subsequently, washing liquid is forced through the filter cakes, followed by compressed air which empties the pan of liquid and then reduced pressure is created by a fan connected by distributor 89 to the pan interior, drawing air through outlet 66 and loosening the filter cake. The movement of the assembly allows bottom 18 to open and elements are scraped and washed as above. Before refilling a pan, compressed air is blown into dry the cloth.
