Abstract: In some cases, flood risk quantification computing systems and methods are computationally intensive and in some cases are inaccurate. A flood risk computing system and method are provided that quantifies a flood vulnerability within a specified area of interest, irrespective of flood event characteristics; estimates and maps a flood hazard probability; integrates the flood vulnerability and the flood hazard probability to quantify a flood risk; and develops a rapid flood risk software tool, stored in the memory, to directly quantify flood risk characteristics using deep learning. The rapid flood risk took using a plurality of hierarchical deep neural networks.

Abstract: A method for predicting a weather condition at a particular location in a road network extending over at least one weather area divided into a plurality of weather cells, the method including steps of obtaining, from a weather forecast provider, a first data item relating to a general weather forecast for the weather area, and receiving, from a first vehicle travelling in a first weather cell, a second data item relating to an alteration of a weather condition detected by at least one sensor of the vehicle. The prediction method is remarkable in that it further includes steps of predicting a probability of a weather condition for at least one target weather cell by applying a prediction model associated with the target cell to at least the first data item and the second data item, and of transmitting the predicted weather condition to at least one second vehicle.

Abstract: A multi-dimensional feature identification method of a disaster-causing cyclone includes: determining a disaster-causing range based on a path of the disaster-causing cyclone, dividing the disaster-causing range into multiple grid points, obtaining meteorological data including wind speeds and rainfall amounts of the grid points within the disaster-causing range; determining, based on historical typhoon data, disaster-causing thresholds including a wind speed disaster-causing threshold and a rainfall disaster-causing threshold for the meteorological data; constructing a multi-dimensional feature database for disaster-causing events; and performing multi-dimensional feature identification on the disaster-causing cyclone based on the multi-dimensional feature database for disaster-causing events. The method can identify features of the disaster-causing cyclone at each moment and in multiple dimensions, which provides technical support for further accurate evaluation of socio-economic exposure and vulnerability of the disaster-causing cyclone.
