The base includes a multi-axis adjustment device positioned corresponding to the center of gravity of the counterweights in the housing. By installing the liquid-level counterbalance devices inside the housing and the multi-axis adjustment device, the upper surface of the housing can be adjusted to face the direction of the sun, thereby achieving a sun-tracking effect.

The elongated members can rotate the PV tables about a rotational axis that is oriented at the tilt angle. The tilt angle can be fixed. A control unit can be coupled to the base frame assemblies and the elongated members such that the control unit rotates the PV tables about the rotational axis.
