    Abstract: An encoder includes circuitry and memory coupled to the circuitry. In operation, the circuitry: encodes pictures in an encoding order according to temporal scalability that specifies temporal layers; adds, to a bitstream, information indicating whether CPB removal timings of lower pictures in one or more first temporal layers lower than or equal to a lower temporal layer lower than a higher temporal layer among the temporal layers in a first case in which the one or more first temporal layers are to be decoded are identical to CPB removal timings of the lower pictures in a second case in which second temporal layers lower than or equal to the higher temporal layer are to be decoded; and sets, in the information, a value indicating that the CPB removal timings in the first case are identical to the CPB removal timings in the second case.

    Abstract: A video coding device may be configured to signal reference picture lists according to one or more of the techniques described herein. In one example, a method of decoding video data comprises: receiving reference picture list syntax elements; and parsing a syntax element specifying a value of a picture order count delta in the reference picture list syntax elements, wherein the syntax element is defined by i in a range of 0 to a number of entries in the reference picture list syntax elements, wherein: in case that a value i is not equal to zero, the picture order count delta is set to a value of the syntax element defined by i, wherein i is the number of entries in the reference picture list syntax elements, and in a case that a value i is equal to zero, the picture order count delta is set to a value of the syntax element plus one.

    Abstract: A video encoding system encodes source image data corresponding with an image includes a low resolution pipeline that receives the source image data corresponding with a first coding block in the image. The low resolution pipeline includes a low resolution motion estimation block programmed to generate a first downscaled coding block by downscaling resolution of the source image data corresponding with the first coding block. The first downscaled coding block comprises a first downscaled prediction block corresponding with a first prediction block in the first coding block. The low resolution pipeline may also perform several low resolution motion estimation searches to generate motion vector candidates. The video encoding system also includes a main pipeline that receives the source image data and determines encoding parameters to be used to encode the first coding block based at least partially on the motion vector candidates.

    Abstract: To perform favorable decoding processing on the receiver side. By an image coding unit, image data of each picture constituting moving image data is classified into a plurality of hierarchies, the image data of the picture in each of the classified hierarchies is coded, the plurality of hierarchies is divided into a predetermined number of hierarchy sets, and a predetermined number of video streams having the coded image data of the picture in each of the divided hierarchy sets is generated. In this case, coding is performed so that a decoding interval of at least the coded image data of the picture in the lowest hierarchy set is a regural interval. By a transmission unit, a container including the generated predetermined number of video streams in a predetermined format is transmitted.

    Abstract: An example device for decoding video data includes a processing system comprising one or more processors implemented in circuitry and configured to: determine that a first temporal layer identifier of a first picture of the video data is included in a first set of temporal layers; in response to the first temporal layer identifier being included in the first set of temporal layers, decode blocks of the first picture on a block by block basis; determine that a second temporal layer identifier of a second picture of the video data is included in a second set of temporal layers, the second set of temporal layers being higher than the first set of temporal layers; and in response to the second temporal layer identifier being included in the second set of temporal layers, execute a neural network-based video decoder to decode the second picture.
