Abstract: Various aspects described herein relate to techniques for managing measurement reports and handover procedures in wireless communications. In an aspect, the method includes receiving, by a user equipment (UE) from a network entity, a message including information of single radio voice call continuity (SRVCC) capability of the network entity, storing, by the UE, the information of the SRVCC capability of the network entity, receiving, by the UE from the network entity, a request for a measurement report. The method further includes determining, by the UE and in response to receiving the request, whether an SRVCC is supported by the network entity based on the stored information, and transmitting, by the UE to the network entity, the measurement report in response to a determination that the SRVCC is supported by the network entity.

Abstract: Wireless communications systems and methods related to video telephony are provided. A device may proactively reduce the bitrate at which video is encoded at the beginning of a video call based on one or more radio metrics. Radio metrics used may include received signal strength indicator (RSSI), received signal received quality (RSRQ), received signal received power (RSRP), signal to noise ratio (SNR), power headroom (PHR), and block error rate (BER). The proactive reduction in bitrate is done prior to transmitting or receiving video data. The device may also request that a second device which is transmitting video do so at a reduced bitrate.

Abstract: The apparatus of wireless communication includes UE and LTE cells that may block a handover from the LTE cell to a 5G NR Cell while an IMS call service is provided via the LTE cell. The UE may block the handover process to the 5G NR cell by blocking a transmission of a measurement report of neighboring cells to the LTE cell or filtering out the measurements of neighboring 5G NR cells in the measurement report of the neighboring cells. The LTE cell may block the initiation of the handover process to the 5G NR cell by excluding a measurement control to trigger a handover to the 5G NR cell in an instruction to modify the RRC connection, or ignoring the handover to the 5G NR cell indicated in the measurement report received from the UE.

The method generally includes receiving a request for a wireless connection from an application associated with one or more user equipment (UE) route selection policy (URSP) rules, attempting to establish the wireless connection for the application via a first subscriber identity module (SIM) according to one or more of the URSP rules associated with the application that are supported by the first SIM, and taking one or more actions to establish the wireless connection for the application via a second SIM if the attempt to establish the wireless connection for the application via the first SIM fails.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may establish a connection with a first radio access network (RAN) (e.g., a shared RAN), where the first RAN may be associated with a first operator and a second operator. The UE may transmit, to the first RAN, a request to setup an internet protocol multimedia subsystem (IMS) call, and receive a radio resource control (RRC) release message during an IMS call setup procedure. The RRC release message may indicate a set of RANs, where each RAN of the set of RANs is assigned a priority. The UE may re-assign one or more of the assigned priorities associated with one or more RANs and the UE may establish a connection with a second RAN based on the re-assigned one or more priorities. Upon establishing a connection with the second RAN, the UE may perform the IMS call.

Abstract: Embodiments include systems and methods for dynamically determining the designated data service (DDS) SIM in a multi-SIM wireless device. The multi-SIM wireless device may designate a first SIM as the DDS SIM, receive a session establishment request and an application identifier, and determine whether a S-NSSAI element included in a URSP matches a S-NSSAI included in an allowed NSSAI list of the first SIM. In response to determining that the S-NSSAI element is not included in the allowed NSSAI list of the first SIM, the multi-SIM wireless device may determine whether the S-NSSAI element matches a S-NSSAI included in an allowed NSSAI list of the second SIM. The multi-SIM wireless device may designate the second SIM as the DDS SIM if the S-NSSAI is included in the second SIM's allowed NSSAI list. The multi-SIM wireless device may then establish the requested session with the DDS SIM.

A user equipment (UE) may receive first control signaling from a first cell of a wireless communications system, the control signaling indicating a removal of a measurement report configuration associated with a radio access technology (RAT). The UE may transmit, in response to receiving the first control signaling, a first uplink message to the first cell indicating that a capability of the UE to communicate using the RAT is disabled. The UE may transmit, based on transmitting the first uplink message, a second uplink message to the first cell indicating that a capability of the UE to communicate using the RAT is enabled. The UE may receive second control signaling from the first cell indicating the measurement report configuration associated with the RAT based on transmitting the first uplink message and the second uplink message
