Provided is the device capable of, after consideration of a pressure applied to an electrode group, evaluating whether or not the internal short-circuit has occurred in the electrode group. The internal short-circuit evaluating device according to one embodiment is provided with at least a presser for pressingat least a predetermined position on the surface of the electrode group and a short-circuiter to be pressed onto the predetermined position, the presser and the short-circuiter being independently operable. The internal short-circuit evaluating device according to another embodiment is provided with a presser integrated with a short-circuiter.
