The invention provides a sampling rate self-adaptive electric energy quality monitoring device based on IEC61850. Multiple work stations are connected with the input ends of multiple servers via a station control layer network. The output ends of the multiple servers are connected with a monitoring device via a process layer and a separation layer in turn. The monitoring device comprises a communication module, a data processing module, a data display and management module and a system configuration module. The communication module is used for being connected with an electric energy quality monitoring device and transmitting the required statistic data and real-time data related to an electric energy quality monitoring system in the servers. The data processing module is used for performing data processing on the sampled data and calculating basic electric energy quality parameters, flicker values and harmonic parameters. The data display and management module is used for performing data partition storage on the data transmitted in the servers and demonstrating the electric energy quality data in a graphic chart way. The system configuration module is used for detecting and configuring the electric energy quality monitoring device.
