When a load exceeding a set value is applied to an inner column (4), rack teeth (54a) moves together with the inner column (4), forward in its cylinder-axis direction. Consequently, a pinion (55) engaging with the rack teeth (54a) rotates about an eccentric cam member (43). The impact energy is absorbed since each winding part (61) rotating together with the pinion (55) winds an impact absorbing member (62).
