A structure forming, on a surface thereof, a rough surface portion 1 having a maximum height of roughness Rz in a range of 0.5 to 5.0 µm, and forming, on the rough surface portion 1, a thin liquid film 3 having a thickness in a range of not less than 0.1 µm but less than 3.4 µm. The structure exhibits a high degree of slipping property despite the liquid film formed on the surface has a very small thickness.
