The method includes measuring, by a terminal, a service status of interaction between the terminal and a network and/or a moving speed of the terminal, and reporting, by the terminal, measured service status information and/or speed information to a network device such that the network device configures a network parameter of the terminal according to the service status information and/or the speed information. Therefore, a network throughput is improved, and terminal energy consumption is reduced.
