The method includes: receiving, by a master base station, a new radio packet data convergence protocol (NR PDCP) configuration and identification information of a data radio bearer (DRB) corresponding to the NR PDCP configuration from a secondary base station; and sending, by the master base station, the NR PDCP configuration and the identification information of the DRB to a terminal, where the master base station and the secondary base station are base stations of different radio access technologies (RATs).
