The cell handover method includes: receiving, by user equipment (UE), a handover command sent by a source cell, where the handover command comprises indication information of an uplink scheduling resource indication UL grant indication information of a UL grant of a target cell; determining, by the UE based on the UL grant the indication information of the UL grant, the UL grant of the target cell; and sending, by the UE based on the UL grant, uplink data to the target cell, where the uplink data includes at least one of the following: a handover complete message, a buffer status report, or service data.
