According to various embodiments of the disclosure, a base station in a wireless communication system may include at least one transceiver and at least one processor operably coupled with the at least one transceiver, wherein the at least one processor may be configured to receive channel information regarding a plurality of carriers which are set in a terminal, from the terminal, distribute buffer occupancy (BO) of the terminal to the plurality of carriers by sequentially determining buffer usage for each of the plurality of carriers of the terminal based on the channel information, and allocate resources based on the buffer usage.
