The processors are configured to obtain cell special dynamic offset information for wireless resource management of at least one of a serving cell and adjacent cell of a user equipment, wherein cell special dynamic offset relates to a transmission capacity of a corresponding cell, which comprises at least one of cell multi-antenna transmission performance gain and a load condition. The processors are configured to measure a reference signal of the serving cell and the adjacent cell. The processors are configured to perform cell reselection or measurement reporting based on the cell special dynamic offset and a measurement result for the serving cell and the adjacent cell according to a connection state of the user equipment.
