The method includes: determining, by a base station, paging types and corresponding paging occasion parameters, where the paging types comprise at least two types; and when transmitting a paging message by the base station, selecting a corresponding paging type and transmitting the paging message at a paging occasion corresponding to the paging type by the base station. Through adopting multiple paging types, different paging messages may correspond to different paging types and different paging occasions, so that the paging resources are effectively saved.
