The method includes: determining, by the user equipment, that the serving beam is blocked; and obtaining, by the user equipment, a first message from the network device by using the first beam or the second beam. According to the method, the UE may determine that the serving beam is blocked, and further obtain the first message sent by the network device, thereby eliminating an adverse effect caused by the blocking of the serving beam. Correspondingly, the network device may also determine that the serving beam is blocked, and further send the first message, thereby eliminating an adverse effect caused by the blocking of the serving beam.
