Positioning measurement information for a terminal device is obtained by using a measurement apparatus on the terminal device side and/or an access node side, where the positioning measurement information is multipath positioning measurement information that is based on a single access node, and includes positioning measurement information of a main path and at least one reflection path that are based on the single access node, or positioning measurement information for at least two reflection paths. The measurement apparatus on the terminal device side and/or the access node side reports the positioning measurement information to a positioning function entity in a network, so that the positioning function entity can perform location estimation on the terminal device based on the positioning measurement information, to position the terminal device.
