A client IP address used by the control plane network element device to access a third-party server is determined based on the location information by the control plane network element device. An access request message is sent by the control plane network element device to the third-party server carrying the client IP address. A UE IP address assigned by the third-party server to the UE based on the client IP address is received by the control plane network element device. A user plane network element device configured to deliver a route to the UE is determined based on the UE IP address and the location information by the control plane network element device.
