The method also includes sending, by radio equipment controller, a first baseband configuration and a first division solution to the radio equipment. The method further includes receiving, by the radio equipment, the first baseband configuration and the first division solution. The division solution includes at least a correspondence between a target to be involved in function division and a division manner. The method additionally includes performing, by the radio equipment, a service procedure based on the first baseband configuration and the first division solution.
