In the method, if a first logical channel of a terminal device does not have an uplink resource for carrying a scheduling request (SR) and the terminal device is in a first SR state, remaining, by the terminal device, in the first SR state and/or a first buffer status report (BSR) state until data of the first logical channel and/or a BSR are/is sent, where the BSR is used to indicate buffer status information of a logical channel group including the first logical channel. When a logical channel of the terminal device does not have an uplink resource for carrying the scheduling request, a problem that the terminal device cannot obtain an uplink transmission resource can be resolved.
