One example method includes determining a link failure of a first control resource set, where the first control resource set is a control resource set configured by a first master information block MIB. A link failure recovery request is sent, where the link failure recovery request is used to request to recover a communication link of the first control resource set. The first control resource set may be a control resource set (CORESET), a control region, or an enhanced physical downlink control channel (ePDCCH) set defined in a 5G mobile communications system.
