Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may transmit UE assistance information including UE capability report and measurement report to a base station, and the base station may determine a physical downlink control channel (PDCCH) monitoring configuration for reduced-capability UEs based at least in part on the UE assistance information. The UE may determine whether a group common PDCCH (GC-PDCCH) communication indicates that the zone identifier is activated for an associated monitoring period. The UE may selectively perform one or more PDCCH blind decodes in one or more search space sets associated with the zone identifier during the monitoring period based at least in part on determining whether the GC-PDCCH communication indicates that the zone identifier is activated for the monitoring period.
