In an aspect, an application layer in a user equipment (UE) receives, from an access layer in the UE, a quality of service (QoS) indication comprising a metric that represents a quality of one or more radio bearers used for a vehicular communication with one or more other UEs. The application layer performs a transmission control over the vehicular communication based on the QoS indication.
