A collision-chance determiner determines whether there is a great chance that each pair of neighboring movers will collide with each other, using the position and velocity obtained by the position/velocity calculator. An emergency stopper stops a pair of neighboring movers that the collision-chance determiner determined that they would collide with each other, in an emergency.
