An image estimation unit estimates the image quality of the frame on the basis of the occurrence state of an error in the frame, a quantization step QP, a display timing PTS, and the like, and outputs the frame to a simple enlargement processing unit which performs simple image enlargement processing, an enlargement processing unit which performs normal image enlargement processing, or a frame interpolation unit which performs frame interpolation, in accordance with the estimation result, thereby selectively executing image processing.
