A system that incorporates teachings of the present disclosure may include, for example, a mobile voice over internet protocol communication device, comprising a controller operable to register with a voice over internet protocol call processing system by way of a wireless fidelity access point operating in a cluster of wireless fidelity access points, and re-register with the voice over Internet Protocol call processing system by way of the wireless fidelity access point in response to receiving a re-registration request upon expiration of a timer having a period determined from one or more usage characteristics of the cluster by the mobile voice over Internet Protocol communication device.
