Furthermore, in order to assemble the first revolving arm to the one-end-side frame, a first shaft pin made of metal is inserted into both a link assembling hole of the one-end-side frame and a pin hole of the sector gear in a state in which the holes and communicate with each other, and the first shaft pin is fixed by welding to the sector gear in a state in which a flange portion is locked to the one-end-side frame.
