A detection unit detects, when the dial tone is output to the telephone by the dial tone output unit, input contents. A storage unit stores registration information, used for identifying one network from among the plurality of networks based on the detected contents. An identification unit identifies a network for communication including a communication destination based on the detected contents, in accordance with the registration information.
