The apparatus includes: an information acquiring unit, configured to acquire a transmitting feature among the small cells in the TDD networks and uplink traffic and/or downlink traffic of each small cell; and a clustering unit, configured to clustering the small cells based on the transmitting feature among the small cells and the uplink traffic and/or downlink traffic of each small cell acquired by the information acquiring unit, to obtain at least one small cell cluster.
