The second selection rule is a selection rule for preferentially selecting, as an appropriate cell, a cell belonging to a frequency available for the D2D proximity service, in case that the user terminal has the interest in the D2D proximity service. The controller applies, in accordance with configuration, the second selection rule instead of the first selection.
