The method in the embodiments of the present invention includes: determining, by a vehicular device, configuration information, where the configuration information includes a first periodic status message sending parameter and a trigger condition for reporting a network congestion measurement event; determining, by the vehicular device, a network congestion indication parameter, where the network congestion indication parameter is used to indicate a congestion degree of a network environment of the vehicular device; reporting, by the vehicular device, network congestion information to the base station when the network congestion indication parameter meets the trigger condition for reporting a network congestion measurement event; receiving, by the vehicular device, a second periodic status message sending parameter that is sent by the base station according to the network congestion information.
